The EU supports semi-authoritarian regimes unknowingly: Us 6 Jun 2017

“Fake civil organizations of the Soros empire are paid in order to encourage the spread of political correctness and global capital overcoming national governments,” Szilárd Németh, vice president of the governing Fidesz party, said. The anti-NGO silver bullet was, of course, EU-funded.
We are trying to calm down after the launch of a new law that stigmatizes civil society organizations for alleged intransparency. What is certain is that the stigmatizing legal category is only the first step as it proved to be with the Russian foreign agent law –that can very soon be followed by vexatious investigations based on complaints of ‘anxious nationals’ or discriminative acts not to mention violence legitimated by propaganda. In this schrizophrenic situation the whole procedure of publishing the blacklist of civil organizations supported from abroad will be supported by money coming from EU.


The act - that is apparently malicious and excessive as it is clearly stated by many people at many forums – requires civil organizations to register as foreign-funded. After being registered by the court the association’s or foundation’s data is proceeded to the Minister responsible for the Civil Information Portal. From that point the Minister will apparently be free to discriminate and defame those organizations (obviously the act does not speak about that). The law only declares that Minister publishes the data without delay, available free of charge on the Portal and the organizations are obliged to include the ‘stamp’ in all of their publications. May we hope that this remarkable transparency will ever apply to public funded institutions’ public data as well.

’Those who accuse us of only demanding other’s transparency but refuse giving out information about ourselves, do not understand what change the new law can bring about. We have always been financially transparent. This will however be 'widened' by the obligatory epical indication of ‘foreign-funded organization’ for three years regardless when, who and why supported us...

What we do find bizarre is the fact that Civil Information Portal that is to publish the ’blacklist’ mentioned above is developed from EU funds. Of course it is not clear for the first sight from how much money it has been developed as on the site itself we can only see the logo of the supporter and the fact of being fund – but after some research it turned out that the EKOP 1.A.1-08/A-2009-0006 supported the site-development with 80 milion HUF by the Ministry of Human Capacities. The current Civil Act recorded the task: “ the Minister responsible for the development of civil relations operates a website in order to collect, structure and publish public data and information and in connection with that to ensure on application reporting data.” The ’blacklisting’ task was apparently not part of the tasks listed in the act and reported to the EU in exchange for funding.
 

That is where we stand. For us, the situation is as schizophrenic as the way we will be blacklisted on a site funded by EU for the reason that one of our projects has been funded by EU. We wonder whether the leaders and the taxpayers of the European Union prefering democratic values are aware of funding a developing authoritarian regime.
